| Our grateful thanks to Ruislip residents for flagging this Hillingdon First free parking to go phone-only, fewer ticket machines, and Sunday parking charges In July, Hillingdon’s Director of Community Safety & Enforcement, Richard Webb, told the Residents’ Services Select Committee that Pay & Display machines were under review and that proposals would need to be developed. Those proposals have now been published. A report dated 22 September 2026 to the Cabinet Member for Residents’ Services, Cllr Wayne Bridges, asks him to approve a public consultation on five changes to parking across the borough – and ticket machines are only one of them. Cllr Eddie Lavery, Cabinet Member for Finance, is also consulted. Cllr Bridges can sign off the decision from Wednesday 30th September, and Cabinet will make the final decision in December once the consultation has finished. The five proposals are: the resident discount, including the free half hour for Hillingdon First Card holders, to be available through Pay by Phone only, and no longer at ticket machines every driver to give their registration number when paying for parking, at machines as well as by phone a digital replacement for the Hillingdon First Card for resident parking rates fewer Pay & Display machines, with a principle for deciding which ones go Sunday charges at council car parks in Hayes town centre that are currently free on Sundays further info can be found on their website https://www.ruislipresidents.org.uk/parking-charge-changes/ |

New Hillingdon First card parking rules
| Yellow labels are appearing on car park ticket machines saying that Hillingdon First cards can only be used once per day. this applies to individual machines / car parks as per the rule below 30 minutes free tickets with a HillingdonFirst card Most of our pay and display machines offer 30 minutes free tickets with a HillingdonFirst card. You must purchase your ticket or get your 30 minutes free ticket with your HillingdonFirst card at the initial time of parking. You’re not allowed to get another free ticket or buy an additional ticket to extend your period of parking beyond the initial time. you can still use it in a different car park |
New parking charges from April 1

Free parking offer
Use your HillingdonFirst card to enjoy free parking in council-owned car parks and on-street parking bays on the following dates:
- Saturday 14 and Sunday 15 December
- Saturday 21 and Sunday 22 December
Please note: This offer does not include leisure centre car parks and Ruislip Lido car parks.
PayByPhone users
Those using PayByPhone must register their HillingdonFirst card on the app to enjoy this offer.
Ticket machine users
Residents who prefer to use payment machines, must have their HillingdonFirst card with them and follow the instructions below (and on the machines) when getting a ticket to ensure no charge is applied.
- Press the yellow button.
- Press and hold your HillingdonFirst card on the contactless symbol for up to 4 seconds (until authorised).
- Press the green button to receive your free parking ticket.
Display your ticket on your windscreen.
