HS2/SCS to carry out works to clear the existing Culvert and connect the HDPE pipe into the Culvert, which HS2/SCS would like to complete whilst the weather is relatively dry and prior to it turning for Winter. This is part of the permanent drainage for the Northern Sustainable Placement Area (NSPA) located in the fields between Newyears Green Lane and Breakspear Rd South.

2 RIVER PINN REALIGNMENT UPDATE
What work is taking place?
We wrote to you in May to let you know the details of the River Pinn realignment works from 23 May to 16 October 2024. These works are ongoing, however, due to the exceptionally wet weather in September, we need additional time to complete them, which will now take place until 2 November 2024.
The scope of works includes:

  • installing a dam and over pumping system to create a dry working environment to realign a section of the river.
  • forming a new channel along the consented route for the river realignment. This will include all the necessary aquatic features, and measures to preserve existing wildlife in the river.
    We are sorry for any disruption or inconvenience these works may cause. Every effort is being taken to ensure that these works are carried out in the least impactful way. We will ensure that disruption is kept to a minimum.
    Duration of works 16 October to 2 November 2024
    Monday to Saturday 8am to 6pm
    We may be on site for an hour before the start and/or end of each shift
    What to expect
    Noisy works will be completed during core hours
    What we will do
    Monitor our work methods and minimise disruption to residents. Put acoustic enclosures in place to reduce noise from the works site
  • 3 Breakspear Rd South – Road Closure under Railway Bridge for Culvert Replacement – Sat 05/04/25 to Sun 27/04/25 (3 Week Road Closure)
    Following on from the Trial Holes under a 2 Week Road Closure from 29/07 to 11/08 HS2/SCS have finalised their design for the new Culvert to be installed near to the Chiltern Line Bridge on Breakspear Road South.
    There will need to be a final Road Closure of 3 Weeks in duration to install the new Culvert and following talks between LBH and HS2/SCS it has been agreed that these works will now take place at Easter 2025. With a Road Closure of this length of time whenever it is programmed in will result in traffic disruption on local roads but LBH will work with HS2/SCS to minimise this as much as is possible.
    Schedule of works:
    • Sat 05/04/25 to Sun 27/04/25 = 3 Week Road Closure (which would be the 2 weeks of the School Holidays plus 1 week afterwards)
    • LBH School Easter Holidays = start Fri 04/04 – back to School on Tue 22/04
    • Good Friday = 18/04 / Easter Sunday = 20/04 / Easter Monday = 21/04
    With the School Holidays taking place from 04/04 to 22/04 the only works taking place outside of the School Holiday period would be the final week from Tue 22/04 to Sun 27/04 (4 normal School days plus Saturday & Sunday).

Our new campaign to tackle contamination

The ‘Top of the Contaminants’ campaign asks you to ‘just take two seconds to check your recycling’, by highlighting the misplaced items most commonly found by our crews during kerbside collections.
Contamination occurs when items which can’t be recycled are put out in your clear bag for collection. If too much contamination is present, it can mean all the recycling is sent to general waste instead.
If you’ve been putting any of the items in our top five (see video above) into your clear bag, it’s time to double-check how to dispose of them and help get Hillingdon up the charts for good recycling.

Changes to winter garden waste collections
From December, the council’s garden waste collections will change from weekly to fortnightly for the winter.
This change reflects recent data that shows usage by residents halves during these months. It will also help the council reduce its carbon footprint by reducing lorry journeys and vehicle emissions.
Weekly collections will return in March 2025.

Are there hidden batteries in your recycling?
Hidden batteries, found in things like rechargeable headphones, electric toothbrushes and mobile phones can’t be recycled and can still carry enough charge to start a fire, even when empty.
Recently a fire badly damaged one of our refuse trucks and was most likely caused by a battery being crushed, so make sure you dispose of unwanted small electricals the right way.
If you book a free textiles collection through our partner Traid, they will also take away any electrical items you no longer need at the same time.
We also offer facilities for recycling small electricals for free in all of our libraries. To keep everyone safe, pop your unwanted small electricals in the bright pink wheelie bins you’ll find in each branch.

Our forecourt sale which helped to launch the Festival enjoyed a fantastic attendance and a great atmosphere and raised over £1100, a record for us for an event of that type, so many thanks to all of you who came along and/or provided things for us to sell.  The money will go to the work of the church, Smile Train and Papyrus prevention of young suicide and we will be looking to add to it with a similar event on the forecourt and the Oasis café at the URC, Swakeleys Road UB10 8HE on Saturday 7th September, 10am to 12 Noon, admission FREE.  We will again have plants, quality bric-a-brac, lots of books, boxed games and puzzles and anything else that you give us, apart from clothes and shoes.  There will be an accompanying friendly coffee morning with homemade cakes.  Please bring donations of any of the things we are selling to the church between 2pm and 6pm on Friday 6th September or phone Richard Piper on 01895 634348 for collection.  This is also the number for any enquiries or offers of help.

More HS2 updates

Breakspear Road South – Emergency Road Closure for Affinity Water works – Wed 21/08 to Wed 28/08? 
LBH received notice from Affinity Water on the afternoon of Wed 21/08 that they have had to close Breakspear Rd South near Grays Cottages due to a burst Water Main. 
An inspection with the LBH Network Operations Manager and Affinity Water on Thur 22/08 confirmed that it is likely to take until Wed 28/08 to complete the repair and the road will be closed by Grays Cottages 24 hours a day until then. 
This should not affect HS2 lorries using the Approved Lorry Route on Breakspear Rd South as the Road Closure is further north than the HS2 Site (with the Approved Route only going as far north as the HS2 Site). There will however be increased traffic around the Ruislip and Ickenham areas as displaced traffic moves around the LBH Road Network.

Harvil Road & Skip Lane Snagging Works – at Night (between 8pm to 6am) from Mon 26/08 until Mon 02/09
 
LBH have agreed to a request from HS2/SCS for some Night Time Traffic Management (mostly 2-Way Traffic Lights) on Harvil Rd and a Night Time Road Closure of Skip Lane from Mon 26/08 until Mon 02/09 for some snagging works (raising of the manhole covers, sealant works on the parapets on the new bridge, and installation of bollards on Skip Lane).  
The requested working hours are between 8pm and 6am so the Traffic Management will be removed during each day.

The Traffic Management has multiple phases (similar to what was used in June at this same location) and SCS will complete 1 phase before changing the Traffic Management to the following phase (hence not being tied to definite dates for the phases). 
LBH did not receive any Complaints last time this Traffic Management was used and as it is at night it should cause minimal impacts. This would also be done during the last week of the school holidays which would mean 4 lots of HS2 works completed on Harvil, Breakspear Road South & Moorhall over the summer break when the roads are quieter. 
Please note that the LBH Network Operations Manager has cleared these works to take place at the same time as the Emergency Road Closure on Breakspear Rd South but LBH will be monitoring traffic flow on Harvil Road and will postpone the Harvil Road works at any point if we need to do so.

HS2 updates for coming week

Concrete removal at Southern Sustainable Placement Area (SSPA) Site – Mon 19/08 to Sat 24/08 
HS2/SCS will be removing a section of the concrete lining around one of the Attenuation Ponds within the Southern Sustainable Placement Area (SSPA) Site beside Breakspear Road South during Core Working Hours Mon 19/08 to Sat 24/08.  
The removal of the concrete will enable access to complete the placement of soil at one of the mounds on the SSPA. The Pond will remain in place to support with water management on site.  


 Harvil Road & Skip Lane Snagging Works – at Night (between 7pm to 5am) from Mon 26/08 until Mon 02/09

Please note that these works were proposed to be carried by HS2/SCS during the w/c 02/09 which LBH do not agree with as it is the first week of the new School Year. Instead LBH have offered HS2/SCS the opportunity to carry out these works during the last week of the School Holiday to maximise the HS2 works during this period and to take advantage of the quieter roads. We will know next week if these will be going ahead or not. 
Details – HS2/SCS have requested 3-Way Traffic Lights at the junction of Breakspear Rd South and Fine Bush Lane from Tue 27/08 to Sun 01/09 with the Traffic Lights operational between 8am to 6pm.

With deliveries of TBM Segments by Railway having now resumed and with both TBMs having recently been stopped for maintenance at the Mandeville Road Vent Shaft there is now a full Segment Yard at West Ruislip. 
While the current agreement to allow TBM Segments by lorry has now expired since 31/07 at present HS2/SCS are happy to continue operations with only the TBM Segments being delivered by Railway. 
This means until further notice there should be no further TBM Segments by lorry into West Ruislip but this situation will be reviewed on an ongoing basis.

TBM Segment deliveries by Lorry into West Ruislip Portal
While the current agreement to allow TBM Segments by lorry has now expired since 31/07 at present HS2/SCS are happy to continue operations with only the TBM Segments by Railway.
This means until further notice there should be no further TBM Segments by lorry into West Ruislip but this situation will be reviewed on an ongoing basis.
