HS2 updates reminders

Harvil Road & Skip Lane works – Night Time Only (7pm to 5am) Mon 10/06 to Mon 24/06
HS2/SCS are undertaking some Night Time works on Harvil Road and Skip Lane between 7pm and 5am for 2 weeks from Mon 10/06 at 7pm until Mon 24/06 at 5am. There will be Traffic Management on Harvil Road consisting mostly of multiple Phases of 2-Way Traffic Lights and there will be Road Closures in place on Skip Lane. During each day the Traffic Management will be removed so there will be no impacts to users of Harvil Road or Skip Lane between 5am and 7pm each day of these 2 weeks.
Extended Hours TBM Segment deliveries by Lorry into West Ruislip Portal – until 12/07
Deliveries of TBM Segments by Railway have now resumed following the issue with the Rail Siding recently but due to ongoing issues with HS2/SCS securing any more than 5 slots per week to run Train deliveries, HS2/SCS will continue to transport TBM Segments by Lorry into West Ruislip to maintain TBM operations and build up a surplus of TBM Segments in the Segment Yard.
Recently LBH had allowed HS2/SCS to deliver TBM Segments on lorries into West Ruislip Portal over a 24/7 period, but this has now been scaled back to the initial Extended Hours so these TBM Segments on lorries can now be delivered Mon to Sat between 8am and 10pm. This agreement is in place until 12/07 and will be reviewed again at that time

River Pinn Realignment and Footpath & Footbridge Construction – May to Oct 2024
From 23/05 to 16/10 HS2/SCS will be carrying out the River Pinn Realignment works. This will involve installing a new Footbridge which will reconnect the U45, U47 and U46 Public Rights of Way and create a new footpath to replace the existing U47.
Extended Working Hours at Breakspear Rd South Site for Construction of Retained Embankments – June to Dec 2024
From 17/06 to 31/12 HS2/SCS will be constructing the 3 Retained Embankments which connect West Ruislip Portal to the Copthall Tunnel. To do this HS2/SCS have been consented extended working hours from 7am to 7pm Monday to Friday and 7am to 4pm on Saturdays.
During the construction of the Embankments (that are either side of the River Pinn & Breakspear Rd South HS2 Bridges as shown on the Map below (Follow the link)) there is expected to be 10,000 lorry loads of material brought into the Sites from Harvil Rd Gate 2 and across the Internal Haul Roads. Lorries that are unloading on the west side of Breakspear Rd South will exit onto Breakspear Rd South on the HS2 Approved Lorry Route, and lorries unloading on the east side of Breakspear Rd South will continue on the Internal Haul Road to exit at West Ruislip on that HS2 Approved Lorry Route.
HS2/SCS will be building the Embankments to the required height using machinery for delivery and placement of material and the compaction of placed material will be carried out using vibratory rollers.
LBH will be keeping close tabs on the lorry movements and have also not committed to the full duration of the works when signing the consent. At present LBH will keep these works on a trial basis and review them on an ongoing basis.

This agreement is in place until 12/07 and will be reviewed again at that time.

When reviewing the Lorry Data for May 2024 a total of 312 TBM Segment deliveries came into West Ruislip by lorry, with the majority (256) arriving during Core Working Hours.

Summary below:
Network Rail have now reopened the SCS Rail Siding for the usual 1 Train per Night delivery into West Ruislip Portal The arrival time is as usual (after 11pm, off loading during the night and departing West Ruislip Portal around 7am) Both TBMs are tunnelling which means there is a need to keep deliveries both by Rail and Road ongoing at present LBH have agreed to keep TBM Segment deliveries also coming in by road on Extended Hours Mon to Sat between 8am and 10pm until 12/07 at present xtended Working Hours at Breakspear Rd South Site for Construction of Retained Embankments – June to Dec 2024   From 17/06 to 31/12 HS2/SCS will be constructing the 3 Retained Embankments which connect West Ruislip Portal to the Copthall Tunnel. At present LBH will keep these works on a trial basis and review them on an ongoing basis Forward Planning – Breakspear Rd South – Road Closure under Railway Bridge for Culvert Trial Holes – Mon 29/07 to Sun 11/08

There has now been a change to the methodology of these works which require HS2/SCS to carry out further Trial Holes in order to finalise their design to replace the Culvert that crosses Breakspear Road South near to the Chiltern Line Bridge.

This means that there will still be the 2 Week Road Closure between 29/07 to 11/08 but this will be to excavate further Trial Holes (rather than replacing the Culvert). Once HS2/SCS are confident on their designs they will present them to LBH to agree a further Road Closure in order to install the replacement Culvert. This means that there will have to be not 1 but 2 Road Closures of Breakspear Road South in order to replace this Culvert which is not good news for residents nor those who use this busy road.

LBH will push for the final Road Closure to be carried out at a quieter time so it is likely that the final Road Closure will coincide with School Holidays (with the anticipated length of the final Road Closure also being 2 weeks).

At present the existing Culvert near the Chiltern Line Bridge does not have the required capacity to take away water run off from the road and as a consequence this area of road is susceptible to flood related issues. The installation of a new Culvert will be able to handle a larger volume of water and should therefore lead to less of a threat of flooding in this area.

Programme of works:
Mon 29/07 to Sun 11/08 – Full Road Closure for excavating of Trial Holes (2 Weeks during School Summer Holidays) TBA – Full Road Closure for Culvert replacement works (2 weeks possibly later in 2024)

Increased TBM Segment deliveries by Lorry into West Ruislip Portal – until 14/06

Deliveries of TBM Segments by Railway have now resumed following the issue with the Rail Siding recently. However, due to Network Rail restrictions on the length of the Train carrying the TBM Segments into West Ruislip Portal, and ongoing issues with HS2/SCS securing more than 5 slots per week to run Train deliveries, HS2/SCS will continue to transport TBM Segments by Lorry into West Ruislip over a 24 hour period 7 days a week currently until 14/06 while they build up a surplus of TBM Segments in the Segment Yard.

As previously advised, while LBH have allowed unrestricted numbers of Lorries carrying TBM Segments over a short-term period the logistical issues faced by the Haulier mean we do not expect to see more than 30 TBM Segment Lorries each day. While LBH have also allowed these deliveries over a 24 hour period 7 days a week timeframe, we do not expect many deliveries to take place outside of the Core Working Hours (Mon to Fri 8am to 6pm & Sat 8am to 1pm).

Notice of HS2 Utility Works on A40 near Hanger Lane – May to Sept 2024

These works are not in LBH but delays on the A40 near Hanger Lane caused by these Utility works could lead to delays on the A40 back as far as Hillingdon at certain times so this has been  included for information.

Residents of LBH may remember the disruptive Utility works in LBH that were carried out by HS2/SCS ahead of the tunnelling and led to disruption over lengthy periods on Ickenham Road, West End Road, Bridgwater Road and Station Approach South Ruislip. It is now the turn of LB Ealing to face this issue ahead of the tunnelling in that Borough, and the most disruptive of all works is that to the Gas Main on the A40 near Hanger Lane.

From 06/05 to 30/09 HS2/SCS will have 2 Lanes of this 6 Lane Road closed, so if you can avoid this area it is best to do so.

While LBH have also allowed these deliveries over a 24 hour period 7 days a week timeframe, we do not expect many deliveries to take place outside of the Core Working Hours (Mon to Fri 8am to 6pm & Sat 8am to 1pm).

Summary below:

•             Network Rail have now reopened the SCS Rail Siding for the usual 1 Train per Night delivery into West Ruislip Portal

•             The arrival time is as usual (after 11pm, off loading during the night and departing West Ruislip Portal around 7am)

•             SCS hope to be back to full capacity Train deliveries asap (the longer Train carrying 140 Segments each)

•             Both TBMs are now tunnelling once again which means there is a need to keep deliveries both by Rail and Road ongoing at present

•             LBH have agreed in exceptional circumstances (and to enable tunnelling operations to continue) to keep TBM Segment deliveries also coming in by road 24 hours a day 7 days a week until 14/06 at present

•             This will allow the surplus stock to build up and compensate for the smaller number of segments incoming by rail.

SCS Noise Barrier Testing near Breakspear Road South – 03/06 to 27/10

•             There will be Noise Barrier testing from early June to the end of October for 24 hours a day, 7 days a week within the HS2/SCS Site to the west of the entrance off Breakspear Road South (please note this was originally scheduled to start on 28/05 but has a short delay).

•             A temporary embankment has been constructed in the area where Noise Barriers have been installed and the structural integrity will be tested. The scope of the testing is to confirm that the pile foundation and the structure will not have any significant changes due to Trains passing the Noise Barrier.

•             The anticipated level of noise impact is expected to be minimal and will include the use of a generator which will power the instrument that will simulate the movement of the trains passing (the generator will be covered in acoustic barriers to minimise the noise).

•

•             The Trains using the HS2 Railway will not likely stop at night so the 24/7 testing is critical to simulate actual stress and strain on the Noise Barrier similar to the operational requirements and in reducing the duration of the test. This is fundamental to assuring Noise Barrier compliance.

Forward Planning – Breakspear Rd South – Road Closure under Railway Bridge for Culvert works

Programme of works

Mon 29/07 to Sun 11/08 – Full Road Closure for excavating of Trial Holes (2 Weeks during School Summer Holidays)

•             TBA – Full Road Closure for Culvert replacement works (2 weeks possibly later in 2024)

Extended working hours at our site on Breakspear Road South

•           What we are doing

•             From 17 June to 31 December 2024, we will be carrying out work at our site on Breakspear Road South, north of the Chiltern Railway Line, either side of Breakspear Road South.

•             We will be working to construct the three Retained Embankments that connect the West Ruislip Portal, east of our site to the Copthall Tunnel, which is west of our site boundary. The consented extended working hours are, 7am to 7pm Monday to Friday and 7am to 4pm on Saturdays.

•             We will be building the Embankments to required height using machinery for delivery and placement of material and the compaction of placed material, including vibratory rollers.

•             We expect that these works will create some noise; however, we will ensure that the noisy works will not commence before 8am, including the use of ground compaction equipment, and excavator activities.

•             We will only carry out activities agreed with the London Borough of Hillingdon and will adhere to the agreed working hours, noise and vibration limits.

•             Every effort is being taken to ensure that these works are carried out in the least impactful way. We will ensure that disruption is kept to a minimum.

A40 utility works update

from HS2
What we are doing

Utility works on the A40 Western Avenue
We wrote to you in April about works on the A40 Western Avenue planned between 6 May and 30 September 2024. Due to ongoing works on the road network in Ealing, the start date for the works on the A40 Western Avenue has changed.

We are now planning to start our works on the A40 Western Avenue from 27 May until late-October 2024. The works will be located between Alperton Lane and Hanger Lane Gyratory.

On 20, 21 and 22 May from 10pm to 5am, an overnight lane closure will be in place on the A40 Western Avenue to install cameras.

Temporary changes to A40 tunnels
We will need to close the A40 tunnels overnight while the contraflow system is introduced, for safety reasons. This is during the first phase of the works. The tunnels will be closed overnight from 10pm to 6am with all traffic diverted via Hanger Lane Gyratory. You can view details about traffic management planned during each phase of the works via the link to the presentation in the link below.

We are not planning to close the tunnels during the remainder of the works. If there are any changes to our planned traffic management, we will provide updates via the HS2 in your area map.

We will continue working with utility providers, Transport for London and Ealing Council to coordinate works on the local road network, wherever possible.

Spring into Spring at the URC!

Come Saturday 4th May the sun will be shining [terms and conditions apply] and we’ll be holding our Spring Forecourt Sale from 10am to 12 Noon, admission FREE.
There’ll be our famous plant stall, bric-a-brac, hundreds of books, toys and games and pretty well anything we are given, except clothes and shoes.
Inside there will be a friendly coffee morning with homemade cakes alongside the higher quality books, collectables and a table of small, quirky objects including an otoscope [look it up!], a miniature travelling tool set, an RAF medal ribbon and some rather fine WW2 Red Cross certificates.
Proceeds will go to the work of the church and to our external charities for this year, which are THE SMILE TRAIN and PAPYRUS [prevention of young suicide] so there are extra reasons for grabbing a bargain.
The date is a change from the one previously announced but the two later dates of 8th June and 7th September still apply.
If you have items to donate please bring them to the church on Friday 3rd May between 2pm and 6pm or ring Richard Piper on 01895 634348 for collection.
This is also the number for any enquiries or offers of help.
Our earlier Coffee Morning and Coin Mountain raised £158, so many thanks to those who contributed to that and we look forward to your continued support on 4th May and during the rest of the year.

3rd Party works – 2-Way Traffic Lights on Breakspear Road South Sat 27/04 & Sun 28/04

We have been made aware of some 3rd Party works on behalf of Affinity Water that will require the use of 2-Way Temporary Traffic Lights this weekend on Breakspear Road South near the junction with Tile Kiln Lane.

The works will be taking place on Sat 27/04 and may also carry on into Sun 28/04 but they will be completed as quickly as possible to minimise any delays.

Notice of Extended Hours Working for Concrete Pours at West Ruislip Portal – Final Pour Scheduled for Tue 30/04

HS2/SCS have received consent from LBH to carry out some long continuous concrete pours for the construction of the 2 Attenuation Tanks over extended hours within the West Ruislip Portal Site.

These concrete pours are taking place over 3 different days with the 1st pour taking place on Tue 09/04 and the 2nd pour taking place Thur 18/04. After this there is now scheduled to be a final pour on Tue 30/04 but it is not expected to take as long as previously thought so should not require use of all of the extended hours up until midnight. SCS have been granted consent to carry out the pours between 6am and midnight on these dates
