Uxbridge Library proposals

the council has deferred taking the Uxbridge library move proposal to cabinet to allow for a period of public engagement. This consists of email feedback to: librarycontact@hillingdon.gov.uk i.e. we have a chance to register objections, or it will be assumed we have none. The more emails the council receives will make the residents position clearer. So can I ask you to share this with all those that are likely to take an interest in Uxbridge library?

The council project leader for the library has said he is not aware of any other mechanism such as a public consultation. So. to register an opinion, an email needs to be sent to the above address. This should include reasons, which the council can consider. I’m suggesting emails go to both the library contact and to your local ward councillor, because at the full council meeting voting on the library was split along party lines, with the  Conservatives for the proposed move and Labour against. So there is no proposed home for the history and archive section. Moorhall Road Closure 3rd Jan

What we are doing

The Colne Valley Viaduct crossed Moorhall Road in August this year. We now need to install some safety railing on either side of the viaduct. To ensure this work is done safely we will need to close Moorhall Road at the location of the viaduct, between the River Garden Public House and the junction with Link Way and Savay Lane. Access will be maintained for residents. The public footpath will remain open with some minor diversions.

The closure is early in the morning of Wednesday 3 January 2024 between 1am and 5am.


Traffic lights near West Ruislip station

Ickenham Rd (West Ruislip Tube Station) – Emergency Affinity Water works

LBH were informed on Thur 23/11 that Affinity Water believe there is a water leak under Ickenham Rd near to the Tube Station that requires Emergency works to repair the leak. Overnight from Thur 23/11 (10pm) into Fri 24/11 (6am) Affinity Water closed off the Westbound Lane on Ickenham Rd and put temporary 4-Way Traffic Lights in place so they could excavate into the carriageway on the Tube Station side of the road to try and trace the leak.

The temporary Traffic Lights were removed by 6am on Fri 24/11 and traffic is flowing as normal but Affinity Water plan to return on Fri night 24/11 (from 10pm) and reinstate the carriageway overnight into Sat 25/11 using the same temporary 4-Way Traffic Lights. They hope to have completed the works by 6am on Sat 25/11 and then traffic flow should return to normal.

The leak now appears to have been traced to be on the Eastbound carriageway so Affinity Water will have to approach LBH to agree how they tackle the repair while causing as little disruption as possible. If the location of the leak is near to the Footway then a Narrow Lane Traffic Management setup may be utilised to maintain the flow of traffic but if the location is further into the carriageway then further temporary Traffic Lights might be required (with the works being carried out at night).

As always LBH Officers will try to mitigate the effects on the Road Network as best as possible to keep any impacts on traffic to a minimum.
Breakspear Rd South Night Time Lane Closure – Mon 27/11 from 10pm until 5am on Tue 28/11

LBH have provided consent for HS2/SCS to carry out some surveying of a Thames Water Foul Sewer Manhole which will require a Lane Closure of Breakspear Rd South at Night on Mon 27/11 from 10pm until 5am on Tue 28/11.

Details of works:

Night Time Lane Closure on Breakspear Rd South – Mon 27/11 from 10pm until 5am on Tue 28/11:

• The Lane Closure will be on the Southbound carriageway and there will be Traffic Lights in place to control the traffic flow
• 3-Way Traffic Lights with Heads on Northbound, Southbound and at HS2 Haul Rd Crossing
• Haul Rd Crossing Lights on demand – as outside of Core Working Hours very little HS2 traffic crossing Haul Rd expected

Reason for Works:

• Internal survey of Thames Water Foul sewer manhole involving confined space man entry

A40 utility works update

We are carrying out utilities works on the A40 to protect the main gas pipe below the A40 Western Avenue between Hanger Lane Gyratory and Gypsy Corner. We will be digging a number of trenches along the road to reach the depth of the main gas pipe. The existing metal gas pipe will be replaced with plastic.
Please note that these works were due to be completed on 17 November, but have now been extended to 10 December 2023. The reason for the extension is unexpected additional works.

BRS now has a VAS sign

Following receipt of funding from the HS2 Road Safety Fund and following requests from residents, a Vehicle-Activated Sign (VAS) has now been installed on Breakspear Rd South near to the junction with Swakeleys Rd. If a vehicle approaches the Sign at a speed more than the 30mph Speed Limit on this road, the VAS Sign will illuminate and encourage the driver of the vehicle to ‘SLOW DOWN’.

This is in addition to a number of other VAS Signs that were installed in 2022 on roads in the north of Hillingdon to reinforce the reduction in Speed Limits on several roads in the area (a scheme also paid for from the HS2 Road Safety Fund).

BRS – This weekend

The HS2/SCS works which required Night Time Road Closures of Breakspear Road South for the removal of the Bridge Deck Edge Protection attached to both sides of the newly built HS2 Bridge has now been rearranged and will take place this Saturday 02/09 & Sunday 03/09 with the Road Closed between 10pm to 5am on both nights from the Chiltern Bridge to the HS2 Bridge.

These works were postponed at short notice due to the late submission of the Environmental Consent from HS2/SCS to LBH, but LBH have now agreed to allow these programme critical works to take place this weekend so as not to further delay HS2 operations. The works were originally proposed to take 5 Nights to complete, but the works have now been condensed to be completed over 2 Nights, which is a positive for all parties concerned. Details below:

Traffic Management:

• Night Time Road Closures of Breakspear Road South over 2 Nights – Sat 02/09 & Sun 03/09 (Road Closed 10pm to 5am)
• Road Closed from Chiltern Bridge to HS2 Bridge
• Diversion Route via Swakeleys Road, Ickenham Road, Ruislip High Street, Breakspear Road

Activities:

• Carry out the removal of the Bridge Deck Edge Protection attached to both sides of the newly built HS2 Bridge
• Once this piece of work is complete, the new Bridge over Breakspear Road South is complete from a construction perspective

A few weeks ago we let you know that from 29 August to 1 September 2023, we would be carrying out works along Breakspear Road South, on the new HS2 bridge to remove the timber structure from the deck edge on both sides of the bridge.
