Harvil Road delay explained

As you may be aware Harvil Road in Ickenham has been closed since the 08/01/24 while HS2 completed the Realignment of the new section of Harvil Road from the new junction for Skip Lane to the Dogs Trust (with the new straight section of road travelling over a new Chiltern Railway Line Bridge and a new HS2 Railway Line Bridge).

The works to complete the new Road were due for completion on Sunday 28/01/24 with the new Road opening for public use by midnight Sunday.

LBH Highways Delivery Manager Isaac Kwakye and myself attended an Inspection of the works this afternoon with a view of signing off the required technical documents for LBH to accept that the new Road is safe to be opened for public use.

While we were carrying out the Inspection we were alerted that HS2 Construction Compliance Certificates have not been signed off in time by HS2, and without this documentation in place HS2 cannot allow the new Road to open.

This is most frustrating for all concerned but especially for local residents and users of Harvil Road who have had to put up with so much disruption over the last few years due to HS2 works that have closed this road on many occasions.

Harvil Road will have to remain closed until this process is signed off by HS2 but we are hopeful that everything will be ready for the new Road to open for public use in time for Friday morning 02/02/24.

LBH Officers will push HS2 for this documentation to be completed as early next week as possible, and if that is the case we will endeavour to get Harvil Road open to the public sooner than the 02/02/24. I will keep you informed of the situation as this evolves next week.

Update as of Friday 19/01
 
The update from the Construction Manager on Harvil Road is that works are still progressing well with Street Lighting still being installed, new Traffic Islands being installed and tarmacking and white lining carried out in some sections this week. LBH are very much in the loop on what is happening with these works, our Street Lighting Team are carrying out the new Street Lighting installation and once the works are complete they require LBH Highways Technical sign off before the new realigned road can be open for public use.
 
The extremely cold weather this week has not delayed progress and the road is still expected to be ready for opening by late Sun 28/01 as planned. There is an Inspection of the new Road next Friday 26/01 where LBH Highways will be requested to sign-off on the new road layout being able to be opened for public use.

HS2/SCS have confirmed the dates for the Harvil Road Final Closures to complete the Realignment will now be from Mon 08/01/24 until Sun 28/01/24.
The Road Closure is split into 2 Phases: Phase 1 = Mon 08/01/24 to Sun 14/01/24 – 1 Week Road Closure at Skip Lane side Phase 2 = Mon 15/01/24 to Sun 28/01/24 – 2 Week Road Closure at Dogs Trust side The Road Closures have been planned so there remains Access for the Skip Lane Businesses and the CERTAS Oil Depot at all times which is achieved by splitting down the Road Closure into 2 smaller parts.

Bus Route U9 Diversion during Harvil Road Closures
 
TfL have confirmed that Bus Route U9 will run on Diversion during the Harvil Road Closures in Jan 2024.
 
A full Timetable will be in operation but the Buses will leave Uxbridge and go as far as A40 Swakeleys Roundabout before beginning their Diversion along the A40 to Denham Roundabout, then along the A412 North Orbital Road, then onto Moorfield Road, then Moorhall Road and then finally onto Harvil Road and continuing on the normal Bus Route towards Harefield.

Uxbridge Library proposals

the council has deferred taking the Uxbridge library move proposal to cabinet to allow for a period of public engagement. This consists of email feedback to: librarycontact@hillingdon.gov.uk i.e. we have a chance to register objections, or it will be assumed we have none. The more emails the council receives will make the residents position clearer. So can I ask you to share this with all those that are likely to take an interest in Uxbridge library?

The council project leader for the library has said he is not aware of any other mechanism such as a public consultation. So. to register an opinion, an email needs to be sent to the above address. This should include reasons, which the council can consider. I’m suggesting emails go to both the library contact and to your local ward councillor, because at the full council meeting voting on the library was split along party lines, with the  Conservatives for the proposed move and Labour against. So there is no proposed home for the history and archive section. Moorhall Road Closure 3rd Jan

What we are doing

The Colne Valley Viaduct crossed Moorhall Road in August this year. We now need to install some safety railing on either side of the viaduct. To ensure this work is done safely we will need to close Moorhall Road at the location of the viaduct, between the River Garden Public House and the junction with Link Way and Savay Lane. Access will be maintained for residents. The public footpath will remain open with some minor diversions.

The closure is early in the morning of Wednesday 3 January 2024 between 1am and 5am.


Harvil Road changes

Harvil Rd – Update on Water Commissioning works  
The Water Samples HS2/SCS sent off to Affinity Water recently to get the new Water Main cleared for Commissioning to the Live Network have been returned as successful so the Water Main can now be commissioned to the Affinity Water Network.
 
To achieve this HS2/SCS will put up temporary Traffic Management on Harvil Rd near the Dogs Trust on Mon 18/12 between 10am and 11am so operatives can access the new Water Valves and activate the new Main. Please note this activity was supposed to take place on Fri 08/12 but moved to Thur 14/12 at the request of HS2/SCS.
 
These works will be done using Stop n Go Boards to keep disruption to as minimum as is possible, and we expect the work to take less than the 1 hour period requested (about 15 to 20 mins).
Newyears Green Lane Road Closure for Conveyor Removal – Mon 12/02/24 until Sun 18/02/24
 
HS2/SCS are planning a Road Closure of Newyears Green Lane from Mon 12/02/24 until Sun 18/02/24 while they remove the Conveyor that currently oversails Newyears Green Lane between the NSPA and Copthall North Sites.
 
These works have been scheduled to take place during the School Half-Term Holidays (w/c 12/02/24) so that disruption to the Road Network can be reduced.
 
HS2/SCS have requested a full 6 days to complete these works as the removal can only be done if the weather conditions allow a Crane to remove the Conveyor, but LBH have requested that these works be expedited as quickly as possible so that the Road Closure may not require all 6 days.
 
 the Diversion Route will be down Harvil Rd, Swakeleys Rd, Breakspear Rd South (and vice versa).
 
The Hillingdon Refuse & Recycling Centre will be open as usual with access via Harvil Road only during this Road Closure.

Scheduled Tree Pruning at Locations of HS2 ANPR Cameras – now scheduled for Tue 12/12

HS2 have confirmed with LBH that they need to carry out some essential Tree branch pruning at the following locations where the HS2 ANPR Cameras are now having their views obstructed:

  • Woodstock Drive Ickenham
  • Harvil Road (Moorhall Road junction)
  • Breakspear Rd South (Swakeleys Road end)
  • Long Lane Ickenham
  • Ickenham Road
  • Victoria Road South Ruislip

The works are due to be carried out on Tue 12/12 during Core Working Hours (between 8am and 6pm).

Each location should not take more than 20-30 mins to cut back the branches and there will be no formal Traffic Management required.

These works were previously due to take place on 21/11 but postponed at short notice.

VMS Signage Installation Information – Harvil Rd Closure

6 VMS (Variable Message Signs) have been installed in preparation of the upcoming Harvil Road Full Road Closures in Jan 2024. These Signs will be turned on w/c 04/12 to display the upcoming Road Closures of Harvil Rd in Jan 2024.

Ickenham Rd (West Ruislip Tube Station) – Emergency Affinity Water works

LBH were informed on Thur 23/11 that Affinity Water believe there is a water leak under Ickenham Rd near to the Tube Station that requires Emergency works to repair the leak. Overnight from Thur 23/11 (10pm) into Fri 24/11 (6am) Affinity Water closed off the Westbound Lane on Ickenham Rd and put temporary 4-Way Traffic Lights in place so they could excavate into the carriageway on the Tube Station side of the road to try and trace the leak.

The temporary Traffic Lights were removed by 6am on Fri 24/11 and traffic is flowing as normal but Affinity Water plan to return on Fri night 24/11 (from 10pm) and reinstate the carriageway overnight into Sat 25/11 using the same temporary 4-Way Traffic Lights. They hope to have completed the works by 6am on Sat 25/11 and then traffic flow should return to normal.

The leak now appears to have been traced to be on the Eastbound carriageway so Affinity Water will have to approach LBH to agree how they tackle the repair while causing as little disruption as possible. If the location of the leak is near to the Footway then a Narrow Lane Traffic Management setup may be utilised to maintain the flow of traffic but if the location is further into the carriageway then further temporary Traffic Lights might be required (with the works being carried out at night).

As always LBH Officers will try to mitigate the effects on the Road Network as best as possible to keep any impacts on traffic to a minimum.
Breakspear Rd South Night Time Lane Closure – Mon 27/11 from 10pm until 5am on Tue 28/11

LBH have provided consent for HS2/SCS to carry out some surveying of a Thames Water Foul Sewer Manhole which will require a Lane Closure of Breakspear Rd South at Night on Mon 27/11 from 10pm until 5am on Tue 28/11.

Details of works:

Night Time Lane Closure on Breakspear Rd South – Mon 27/11 from 10pm until 5am on Tue 28/11:

• The Lane Closure will be on the Southbound carriageway and there will be Traffic Lights in place to control the traffic flow
• 3-Way Traffic Lights with Heads on Northbound, Southbound and at HS2 Haul Rd Crossing
• Haul Rd Crossing Lights on demand – as outside of Core Working Hours very little HS2 traffic crossing Haul Rd expected

• Internal survey of Thames Water Foul sewer manhole involving confined space man entry
