Harvil Road Final Road Closure – confirmed dates for Jan 2024

HS2/SCS have confirmed the dates for the Harvil Road Final Closures to complete the Realignment will now be from Mon 08/01/24 until Sun 28/01/24.

The Road Closure is split into 2 Phases:
• Phase 1 = Mon 08/01/24 to Sun 14/01/24 – 1 Week Road Closure at Skip Lane side
• Phase 2 = Mon 15/01/24 to Sun 28/01/24 – 2 Week Road Closure at Dogs Trust side

The Road Closures have been planned so there remains Access for the Skip Lane Businesses and the CERTAS Oil Depot at all times which is achieved by splitting down the Road Closure into 2 smaller parts.

Phase 1 – Road Closure at Skip Lane – Mon 08/01/24 to Sun 14/01/24
• Access for Skip Lane & Oil Depot from Dogs Trust side
• Civils Works Skip Lane
o Hillingdon street lighting works (excavation, ducting, sleeves, pavement, post installation)
o Electrical installation
o Road Drainage works / Tie-in works
o Traffic island construction
o Road marking & signage
o Kerb and pavement works

Phase 2 – Road Closure at Dogs Trust – Mon 15/01/24 to Sun 28/01/24
• Access for Skip Lane & Oil Depot from Swakeleys Road/Harvil Rd
• Civils Works Skip Lane
o Traffic Management re-arrangement
o Skip Lane sheetpiles cutting
o Road Drainage works / Tie-in works
o Earthworks – Backfill
• Civils Works Dogs Trust
o Hillingdon street lighting works (excavation, ducting, sleeves, pavement, post installation)
o Electrical installation
o Traffic island construction
o Surfacing / Road Construction
o Kerb and pavement works

Bus Route U9 Diversion during Harvil Road Closures

TfL have confirmed that Bus Route U9 will run on Diversion during the Harvil Road Closures in Jan 2024.

A full Timetable will be in operation but the Buses will leave Uxbridge and go as far as A40 Swakeleys Roundabout before beginning their Diversion along the A40 to Denham Roundabout, then along the A412 North Orbital Road, then onto Moorfield Road, then Moorhall Road and then finally onto Harvil Road and continuing on the normal Bus Route towards Harefield.

Breakspear Rd South Night Time Lane Closure – Mon 27/11 from 10pm until 5am on Tue 28/11

LBH have provided consent for HS2/SCS to carry out some surveying of a Thames Water Foul Sewer Manhole which will require a Lane Closure of Breakspear Rd South at Night on Mon 27/11 from 10pm until 5am on Tue 28/11.

Details of works:
Night Time Lane Closure on Breakspear Rd South – Mon 27/11 from 10pm until 5am on Tue 28/11:
• The Lane Closure will be on the Southbound carriageway and there will be Traffic Lights in place to control the traffic flow
• 3-Way Traffic Lights with Heads on Northbound, Southbound and at HS2 Haul Rd Crossing
• Haul Rd Crossing Lights on demand – as outside of Core Working Hours very little HS2 traffic crossing Haul Rd expected

Reason for Works:
• Internal survey of Thames Water Foul sewer manhole involving confined space man entry

Swakeleys/Harvil roundabout restrictions

Just to make you aware that due to an SSE issue with their Power Cables in the area an Emergency Permit has been raised today for works to rectify the fault under 3-Way Traffic Lights and a Lane Closure near the junction of Swakeleys Rd and Harvil Rd.

Temporary Traffic Lights Heads will be in the following locations (as marked in Yellow on the Map below):

•             1 Head on Harvil Rd near House Number 3

•             1 Head on Swakeleys Rd Eastbound

•             1 Head on Swakeleys Rd Westbound

LBH Highways Inspector has been at the Site to coordinate the Traffic Management and SSE have been warned to make sure that the works are expedited to keep the delays down to a minimum.

We hope these works will be completed within the next 48 hrs but the Emergency Permit is in place until 14/11 (worst case scenario).

This is likely to cause major traffic impacts along Swakeleys Rd and around the local area while these works are taking place, but LBH cannot refuse Emergency works without very good reason so they must be allowed to be completed.

HS2 tree pruning and Newyears Green activity

Scheduled Tree Pruning at Locations of HS2 ANPR Cameras

HS2 have confirmed with LBH that they need to carry out some essential Tree branch pruning at the following locations where the HS2 ANPR Cameras are now having their views obstructed:

• Woodstock Drive Ickenham
• Harvil Road (Moorhall Road junction)
• Breakspear Rd South (Swakeleys Road end)
• Long Lane Ickenham
• Ickenham Road
• Victoria Road South Ruislip

The works are due to be carried out on Tue 21/11 during Core Working Hours (between 8am and 6pm).

Each location should not take more than 20-30 mins to cut back the branches and there will be no formal Traffic Management required.

Newyears Green Lane Road Closure – Sun 19/11

LBH confirm that Newyears Green Lane will be closed in 2 sections on Sunday 19/11 for works by SSE & Openreach.

The Road will be closed for the 3rd Party works between 7am & 5pm.

Access will be maintained for the Civic Amenity Centre (LBH Refuse Site) from Harvil Road.

BT ‘going digital’ event

BT has announced that it is switching from its analogue to a digital phone service by Christmas 2025. This means new (free) connection equipment is needed and, unless it’s very old, you’ll be able to continue using your existing telephone equipment.
To answer your queries, a demonstration vehicle will be at Ickenham Library on 17th and 18th November 09:00-14:00. That’s in Community Close, UB10 8RE. No need to book, just turn up.

This is the only one in the whole borough.

Harvil Road prioritisation change

HS2/SCS have reported that they have found a failed Water Chamber Metal Cover on Harvil Road Northbound Carriageway near the Dogs Trust. Having inspected the Cover and the Tarmac area around it they are not confident that it will withstand much further traffic driving over it without completely failing so have had to take action on the grounds of road safety.

As such HS2/SCS have coned off the area around the Water Chamber Cover for safety reasons and installed a Traffic Priority System that allows the Southbound Traffic to flow normally (with Northbound Traffic having to give Priority to Southbound Traffic). This was the best workable solution in this area as 2-Way traffic flow cannot be maintained with the area coned off without installing temporary Traffic Lights that would reduce traffic flow to 1 Lane Only (due to limitations with the remaining road width).

The Traffic Priority System is likely to remain in place over the weekend and will then be part of the scheduled HS2/SCS Lane Closure for the Water Main Commissioning from Mon 30/10 to Sun 12/11.

Harvil Road postponement

Please see the information below which explains in more detail the reasoning behind the delay to the Lane Closure (by 1 week) and the postponement of the Road Closures until Jan 2024. Please be assured that this is incredibly frustrating for LBH Officers and well as other partners that have to change plans such as Emergency Services planning and TfL for the Bus Diversions.

The positive is that HS2/SCS have been open and transparent about the reasons for the delays/postponements when they could have continued with their original planned dates knowing that they would then require additional works and Traffic Management on Harvil Rd before the new Realignment would be completed.

HS2 have decided to split the previously advertised 4 Week Programme of works to complete the Realignment of Harvil Road into 2 smaller sections of work. There will still be a 2 Week Lane Closure from Mon 30/10 until Sun 12/11 by the Dogs Trust for the essential task of commissioning of the new Affinity Water Main (this has also been delayed by 1 week from the scheduled start date of 23/10).

The 3 Week Full Road Closure will now be moved into January 2024 (likely dates 08/01 to 28/01) where all other activities are carried out before the new Realigned section of Harvil Road is opened to the public.

The reasons for the delay in carrying out the Full Road Closure and subsequent opening of the new Realigned Harvil Road is down to factors including issues with:

  • Network Rail Access Possessions to complete the new Chiltern Bridge
  • Delays in delivery of precast Bridge Parapets from supplier in Ireland
  • Gaining agreement with SSEN in order to energise new cable route

Finalising Harvil Road realignment

In September we told you that we would be carrying out utility works and construction activities to build and finalise the connection sections for the Harvil Road realignment from 9 October to 5 November.   We have rearranged these dates and the works will now take place from 23 October to 19 November 2023.   The construction activities that need to be completed during the closure include:
• Main water connections, including pressure testing
• Street lighting & electrical installation
• Highway & drainage construction
• Resurfacing, white lining and installation of street furniture
• Earthworks & fencing installation
To carry out the works safely, we will need:
• a lane closure from 23 October to 5 November, between the Dogs Trust and our site entrances (gate 2) and,

  How this work might affect you
During the road closure, local access to residential and commercial properties (including the Dogs Trust) will be maintained, however, there will be no through access for emergency services. A clearly signed diversion will be in place via Moorhall Road / A412 / A40. The lane closure will be within the school half term holiday from 23 October to 27 October 2023. These works will be carried out in three phases:
• Phase 1 – From 23 October to 5 November
Northbound lane closure between the Dogs Trust entrance and the Gate 2 site access
• Phase 2 – From 30 October to 5 November
Road closure between Certas bellmouth and Shorthill Cottage
• Phase 3 – From 6 to 19 November
Road closure between the Dogs Trust and network bridge north of Skip Lane.     We would like to apologise in advance for any disruption or inconvenience the road closure may cause. Every effort is being taken to ensure that these works are carried out in the least impactful way.   We expect to have completed the realignment of Harvil Road in autumn this year.
