HS2 updates for coming week

Concrete removal at Southern Sustainable Placement Area (SSPA) Site – Mon 19/08 to Sat 24/08 
HS2/SCS will be removing a section of the concrete lining around one of the Attenuation Ponds within the Southern Sustainable Placement Area (SSPA) Site beside Breakspear Road South during Core Working Hours Mon 19/08 to Sat 24/08.  
The removal of the concrete will enable access to complete the placement of soil at one of the mounds on the SSPA. The Pond will remain in place to support with water management on site.  


 Harvil Road & Skip Lane Snagging Works – at Night (between 7pm to 5am) from Mon 26/08 until Mon 02/09 
LBH have agreed to a request from HS2/SCS for some Night Time Traffic Management (mostly 2-Way Traffic Lights) on Harvil Rd and a Night Time Road Closure of Skip Lane from Mon 26/08 until Mon 02/09 for some snagging works (raising of the manhole covers, sealant works on the parapets on the new bridge, and installation of bollards on Skip Lane).  
The requested working hours are between 7pm and 5am so the Traffic Management will be removed during each day.
Schedule below: 
Mon 26/08 – 7pm to 5am – Tue 27/08
Tue 27/08 – 7pm to 5am – Wed 28/08
Wed 28/08 – 7pm to 5am – Thur 29/08
Thur 29/08 – 7pm to 5am – Fri 30/08
Fri 30/08 – 7pm to 5am – Sat 31/08
Sat 31/08– 7pm to 5am – Sun 01/09
Sun 01/09 – 7pm to 5am – Mon 02/09 
The Traffic Management has multiple phases (similar to what was used in June at this same location) and SCS will complete 1 phase before changing the Traffic Management to the following phase (hence not being tied to definite dates for the phases). 
LBH did not receive any Complaints last time this Traffic Management was used and as it is at night it should cause minimal impacts. This would also be done during the last week of the school holidays which would mean 4 lots of HS2 works completed on Harvil, Breakspear Road South & Moorhall over the summer break when the roads are quieter. 
Please note that there would be daytime works on Breakspear Road South (Traffic Lights 8am to 6pm – see next item below) and Night works on Harvil Rd that same week (Traffic Lights 7pm to 5am). This has been cleared by the LBH Network Operations Manager but with the caveat that should there be any overrun to either works that there would not be a scenario that meant there was Traffic Lights on both Breakspear Road South and Harvil Rd at the same time.
Proposed (yet to be confirmed) Breakspear Road South junction Fine Bush Lane 3-Way Traffic Lights (Tue 27/08 to Sun 01/09 – Daytime only 8am to 6pm) 
Please note that these works were proposed to be carried by HS2/SCS during the w/c 02/09 which LBH do not agree with as it is the first week of the new School Year. Instead LBH have offered HS2/SCS the opportunity to carry out these works during the last week of the School Holiday to maximise the HS2 works during this period and to take advantage of the quieter roads. We will know next week if these will be going ahead or not. 
Details – HS2/SCS have requested 3-Way Traffic Lights at the junction of Breakspear Rd South and Fine Bush Lane from Tue 27/08 to Sun 01/09 with the Traffic Lights operational between 8am to 6pm. 
These are to carry out works to clear the existing Culvert and connect the HDPE pipe into the Culvert, which HS2/SCS would like to complete whilst the weather is relatively dry and prior to it turning for Autumn. This is part of the permanent drainage for the Northern Sustainable Placement Area (NSPA) located in the fields between Newyears Green Lane and Breakspear Rd South.
 
LBH have provided a Traffic Management Plan which shows 3-Way Traffic Lights which would be operational during the day (Core Hours 8am to 6pm) so the Traffic Management could be pushed to the side of the road outside of these hours to allow increased traffic flow. 
This would mean that there would be daytime works on Breakspear Road South (Traffic Lights 8am to 6pm) and Night works on Harvil Rd that same week (Traffic Lights 7pm to 5am). This has been cleared by the LBH Network Operations Manager but with the caveat that should there be any overrun to either works that there would not be a scenario that meant there was Traffic Lights on both Breakspear Road South and Harvil Rd at the same time.
With deliveries of TBM Segments by Railway having now resumed and with both TBMs having recently been stopped for maintenance at the Mandeville Road Vent Shaft there is now a full Segment Yard at West Ruislip. 
While the current agreement to allow TBM Segments by lorry has now expired since 31/07 at present HS2/SCS are happy to continue operations with only the TBM Segments being delivered by Railway. 
This means until further notice there should be no further TBM Segments by lorry into West Ruislip but this situation will be reviewed on an ongoing basis.

Polling stations review

Dear Representative,

I am writing to you in your capacity as a representative of a local organisation within the London Borough of Hillingdon to let you know that each local authority in the country is required to carry out a review of the location of its Polling Stations, on a regular five-yearly cycle. Consultation on the latest such review in the London Borough of Hillingdon has just commenced and will run until the end of October 2024.

As Returning Officer for the Borough, I am seeking feedback from all interested parties on any aspect of the current polling arrangements and am inviting representation and comments from interested persons such as yourself, residents, local political parties and councillors etc.

When considering a response, it might be helpful to note the following guidelines:

We aim to locate all of our Polling Places a convenient distance from the majority of elector’s homes, easy to find, and easily accessible to all. Our main guidelines are:

  • The review is based on the number of electors on the current register of electors. Each polling district should serve approximately equal numbers of electors.
  • Where possible ‘natural’ boundaries should be used, e.g. railways, major roads, waterways; and all of a minor road, or estate should, where possible, be in one polling district.
  • Polling locations should be ‘logical’ i.e. electors should not have to travel past another polling place to get to their own: and, ideally, none should be shared by different wards.
  • Turnout at recent elections and numbers of registered postal voters in a ward are also taken into account.
  • This exercise does not allow the movement of ward boundaries. Any issues relating to this would be dealt with as a different exercise. This is merely to determine whether the electors in each ward are best served by the current polling arrangements.

TBM Segment deliveries by Lorry into West Ruislip Portal
While the current agreement to allow TBM Segments by lorry has now expired since 31/07 at present HS2/SCS are happy to continue operations with only the TBM Segments by Railway.
This means until further notice there should be no further TBM Segments by lorry into West Ruislip but this situation will be reviewed on an ongoing basis.
