U81 Footpath consultation reopens. Have your say.
We welcome the news that the London Borough of Hillingdon (LBH) have re-opened the consultation on the permanent closure of the footpath between The Greenway in Ickenham and Ruislip Golf Course (“the Stopping Up of Footpath U81”).
The application is available online here: https://planning.hillingdon.gov.uk/OcellaWeb/planningDetails?reference=75317/APP/2024/2074&from=planningSearch
You can comment on the proposal via the “enter comments” button. You can view information on the rationale for the proposed closure by clicking on the “view documents” button.
The Association only became aware of the previous consultation after it had concluded. We normally seek to improve and expand the local footpath network. The loss of the path through this “kinked” tunnel would be a great shame. But given the serious safety concerns raised by LBH and the police, we stated previously that we supported the Stopping Up, as the least worst option.
However, in light of the detailed discussion between LBH and local people at the Village Meeting about the Stopping Up organised by David Edington on Thursday 21 November (attended by around 150 people), we have today written to LBH to withdraw our support for the Stopping Up. Furthermore, to help local people and the Association come to a more informed view on the proposal, we have also made the following requests:
- an update of the LBH website to confirm when the consultation will close (this is currently unclear).
- clarification of the future decision-making process and likely associated timings, noting that the Mayor of London and/or the Secretary of State may be involved.
- further consideration to be given to the value of the tunnel as an important link for other footpaths in the area, and consider whether that value should outweigh the potential costs that the council may incur from removing graffiti on the ramp/footbridge.
- the carrying out a more detailed assessment of the public safety implications of the proposals, including consideration of: the whole U81 route from The Greenway across the Golf Course, rather than just the proposed ramp/footbridge; whether redirecting people away from U81 past West Ruislip Station would increase the risk that they would be victims of crime; whether not lighting the ramp/footbridge would reduce the risk of crime; whether any design changes, including but not limited to or the use of mirrors and/or transparent materials at the footbridge corners would reduce the risk of crime.
We will make further information we receive from LBH available online as soon as possible, to help inform local views.

River Pinn Realignment Construction – works now completed
From 23/05 to 08/11 HS2/SCS carried out the River Pinn Realignment works which are now complete. The scope of works included:
• The installation of a Dam and over pumping system to create a dry working environment for the Realignment of a section of the River Pinn
• The formation of a new channel along the consented route for the River Realignment.
• The construction of a new Footpath along the Realigned River course and installation of permanent drainage outlets
There will also be the installation of the new Footbridge structure over the new River channel to connect the U45, U46 and U47 Public Rights of Way but that will now not happen until 2025.
• Updated SCS Noise Barrier Testing near Breakspear Road South – June 2024 to Mar 2025
There will be Noise Barrier testing from late June until at least March 2025 for up to 24 hours a day, 7 days a week within the HS2/SCS Site to the west of the entrance off Breakspear Road South. Noise Barrier Testing commenced on 27/06 with the Generator and Actuator Instrument being used 24/7 to test the piles and the ground around them in the 1st Phase of testing.
A temporary embankment has been constructed in the area where Noise Barriers have been installed and the structural integrity will be tested. The scope of the testing is to confirm that the pile foundation and the structure will not have any significant changes due to Trains passing the Noise Barrier. The anticipated level of noise impact is expected to be minimal and will include the use of a generator which will power the instrument that will simulate the movement of the trains passing (the generator will be covered in acoustic barriers to minimise the noise).
HS2/SCS are gearing up to commence the next Phase of testing, MFD (main fatigue and dynamic test) testing of the Noise Barrier Panels which is expected to commence in early 2025. A test setup of the Noise Barriers will be constructed like the image below. The panels will be fixed to the piles and secured by the torsion beam (which have already been tested) and continuous shaking of the panels will be undertaken with a setup matching that of figure 2 below. Upon completion of the MFD testing of the piles, HS2/SCS will commence the Acoustic testing of the Noise Barrier Panels, the test acoustic barriers will be fitted with Acoustic Absorbers and rubber gap filler, Acoustic Steps, and this will be undertaken in March 2025.
Working Hours at Breakspear Rd South Site for Construction of Retained Embankments – June to Dec 2024
From 17/06 to 31/12 HS2/SCS will be constructing the 3 Retained Embankments which connect West Ruislip Portal to the Copthall Tunnel.
At present, the extended hours consent has been removed by LBH which means this activity is only being carried out during Core Working Hours (Mon to Fri 8am to 6pm & Sat 8am to 1pm).
During the construction of the Embankments (that are either side of the River Pinn & Breakspear Rd South HS2 Bridges as shown on the Map below) there is expected to be 10,000 lorry loads of material brought into the Sites from Harvil Rd Gate 2 and across the Internal Haul Roads. Lorries that are unloading on the west side of Breakspear Rd South will exit onto Breakspear Rd South on the HS2 Approved Lorry Route, and lorries unloading on the east side of Breakspear Rd South will continue on the Internal Haul Road to exit at West Ruislip on that HS2 Approved Lorry Route.
HS2/SCS will be building the Embankments to the required height using machinery for delivery and placement of material and the compaction of placed material will be carried out using vibratory rollers.
LBH will be keeping close tabs on the lorry movements during these works.

Have your say on health services
| We have been asked to circulate this by Healthwatch Hillingdon, the health and social care champion for the borough. that can be found in chequers square in the pavilions which are conducting a survey to gather community feedback on accessing general practice (GP) services in the area. Its aim is to understand residents’ experiences and preferences regarding GP access, which will help shape recommendations to improve these services based on the community’s needs. The survey offers residents the opportunity to share their recent experiences and priorities for accessing GP services. By collecting a wide range of insights, It hopes to inform changes that can make GP services more accessible and responsive to the community. This email includes a link to an article providing further information about the survey, along with the survey link itself. The survey is brief and anonymous, and all responses will contribute to a clearer understanding of community perspectives on GP access. Please note that the survey will remain open until 31 December 2024, as Healthwatch Hillingdon will begin analysing responses in early January.
